The rack can be supplied precision cut or hardened and ground. The values given are values for shock-free operation, good lubrication and stiff arrangement of the pinion.
A safety factor for tooth root stress SF ≥ 1.4 and a safety factor for Hertzian stress SH ≥ 1.0 is taken in account.

Depending on your experiences and the application a safety factor SB ≈ 1.0 ... 4.0 has to be considered. The traction force FN is related to the number of teeth z of the pinion.
